Liberty at a glance
4G speed
In the regulator’s road tests of 2025, Liberty’s 4G averaged 21.4 Mbps down across Costa Rica, and 26.9 Mbps in Guanacaste.
A coverage map that was checked
SUTEL compared the 4G coverage Liberty publishes with the signal it measured in 2025: 93.8% of its samples matched, above the 90% the rules ask for.
5G, first measured
In SUTEL’s first 5G tests, from January to June 2026, Liberty’s 5G averaged 34.1 Mbps down and answered in 22.1 milliseconds, measured in San José, Alajuela and Heredia.

Check your phone first
A plan on Liberty needs a phone that takes an eSIM and is unlocked, not tied to the carrier that sold it. The phone check tells you whether yours does.
Good to know
How your eSIM works on this trip, and where to find help.
Most of what follows comes from SUTEL, Costa Rica’s telecoms regulator, which tests the mobile networks on the road every year, and from Liberty’s own pages and reports.
How fast is Liberty’s 4G?
SUTEL drives the country’s roads with measuring probes in its vehicles. In its 2025 tests, from January to September, Liberty’s 4G averaged 21.4 Mbps for downloads and 22.2 Mbps for uploads, and answered in 39 milliseconds. By province, the download average ran from 18.6 Mbps in Heredia to 26.9 Mbps in Guanacaste, with 23.9 Mbps in Puntarenas and 24.7 Mbps in Limón.
How far the signal reaches
Liberty publishes maps of its 4G, 3G and 5G coverage, and you can search them by province, canton or district. SUTEL checked the 4G map against the signal it measured in 2025: 93.8% of its samples matched what Liberty publishes, above the 90% the rules ask for, and the figure was above 90% in every province. SUTEL’s own quality map shows the points it measured, down to the district.
Where Liberty has 5G
Liberty switched on 5G on 28 June 2024, at first in parts of the centre of the country, with San José, Heredia and Alajuela among them. In March 2026 it launched the first sites of a 5G network it is building with Ericsson, starting with tourist and commercial areas in Guanacaste, the Central Pacific and the Northern Zone. SUTEL’s first 5G tests, from January to June 2026, found Liberty’s 5G in San José, Alajuela and Heredia, and none yet on its routes through Cartago, Guanacaste, Puntarenas and Limón. Liberty’s page says that at this stage its 5G is for its own postpaid 5G plans. The plan cards here name 5G only where the plan has it.
Older phones
Costa Rica has no 2G any more: SUTEL’s 2025 report says the networks have switched it off. Liberty’s 3G still runs where its newer networks do not reach, and SUTEL measured it at 3.3 Mbps down in 2025.
Who is behind Liberty
Liberty Latin America owns 80% of Liberty Costa Rica. In November 2025 SUTEL prohibited the planned combination of Liberty with Tigo.
Before you land
Install the eSIM at home on Wi-Fi, and switch its line on when you land in San José or Liberia.
