This page draws on the regulator’s reports, from the Comisión Reguladora de Telecomunicaciones (CRT), on filings by AT&T and Grupo Televisa, and on dated press reports.

AT&T’s lines in Mexico

In the CRT’s report for the fourth quarter of 2025, three AT&T companies together held 24,063,246 active mobile lines: AT&T Conecta de México, AT&T Comercialización Móvil and AT&T Comunicaciones Digitales. That is 16.47% of the national total, and AT&T also had 16.65% of the active mobile internet accesses. Its revenue in that quarter came to 22,957.65 million pesos, 12.57% of what the sector reported. AT&T’s annual report for 2025 puts its Mexican base at about 24.7 million subscribers, sold under two brands, AT&T and Unefon, in a business it acquired in 2015.

When did 4G and 5G start?

AT&T launched LTE in Mexico in October 2015, first in six cities such as Cuernavaca, Pachuca and Tulancingo, aiming to cover 40 million people by the end of that year and 100 million by 2018. Commercial 5G followed on 24 May 2022 in parts of Mexico City, Monterrey and Guadalajara, for customers with a 5G phone, a VoLTE SIM and a plan from Ármalo 9 up. Grupo Televisa’s statement of 13 October 2026 says AT&T Mexico holds about 233 MHz of spectrum, some 183 MHz of it serving the mobile network.

Coverage in the regulator’s report

The CRT’s coverage report for the fourth quarter of 2025 counts the people, from the 2020 census, who live inside each operator’s filed maps. AT&T’s 4G met the quality rules where 69.1% of the population lives, and reached 91.3% counting all the area AT&T reports. On that wider measure its 5G reached 45.6% of the population; the report shows no guaranteed 5G figure for AT&T.

By state, AT&T’s guaranteed 4G reached 99.04% of people in Mexico City, 87.48% in Quintana Roo, 80.71% in Jalisco, 75.13% in Baja California Sur and 67.86% in Yucatán, but 31.47% in Chiapas and 26.26% in Oaxaca. Its wider 5G figure was 89.38% in Baja California, 79.15% in Quintana Roo and 40.74% in Mexico City.

Movistar runs on AT&T’s antennas

Movistar’s customers connect through AT&T’s access network under an agreement dating from 2019. Xataka México reported in October 2026 that it was extended in 2024 until 2030, with capacity on 3G, 4G and 5G.

A sale to Televisa and Fintech

On 13 October 2026, in Mexico City, Grupo Televisa announced that a consortium it owns half and half with Fintech Holdings had agreed to buy AT&T Mexico for US$2 billion, subject to adjustments. The purchase needs regulatory approval and is expected to close in the first quarter of 2027. Televisa put AT&T Mexico’s revenue for 2025 at 85.4 billion pesos.

Linking an AT&T line

AT&T’s page on linking lines says a line bought from 9 January 2026 must be linked to its holder before it has service, and that a foreign visitor links it with a valid passport from their own country. It can be done online, from a QR code or the link AT&T sends by text message, or in an AT&T store. AT&T’s home page also offers eSIM activation at no cost through its AT&T Go service.
